Staff responsibilities during implementation

It is important that staff encourage ownership, including the use of participatory processes, and try to avoid being drawn into detailed decision-making.

There needs to be clear agreement between NZAID staff in Wellington and at post on roles and responsibilities. An indicative breakdown showing primary responsibilities is set out in the following table, but these will vary from programme to programme.

Tasks that may be undertaken by Staff during implementation:

  • Completion of the contractual arrangements
  • Team-building
  • Appraise and agree modifications to Activity design (or inception report)
  • Monitor progress and the general operating environment
  • Monitor content and quality of progress reports
  • Support management to ensure efficient implementation
  • Participate in review and update of work plans
  • Participate in Activity steering committees
  • Keep records of Activity progress towards achieving outputs and outcomes
  • Regular updating of AMS (Activity Management System)
  • Ensure timely disbursement of NZAID resources
  • Facilitate information flow between key-stakeholders
  • Input to ToRs for reviews (and evaluations) as required

Staff at Post have a key role in identifying changes that may be happening both within the Activity and in the general environment in which it is being implemented. Early indication of changes may be picked up through informal monitoring by staff at Post. These changes could present either risks or new opportunities and will need to be discussed with other stakeholders.
