Activity Appraisal

This guideline describes how to assess the relevance, feasibility and potential sustainability of a development Activity. It presents a set of basic questions to help NZAID staff reach decisions about the quality of concept notes and proposals at both the identification and design stages.

An overview of the three stages of the Activity cycle (identification, design, and implementation) and the various tools that are available to help gather or produce the information necessary for good decision-making.

Aid Effectiveness in Fragile States
This guideline explains what is meant by the term ‘fragile states’ and outlines the DAC Principles for Good Engagement in Fragile States and Situations, which NZAID has committed to. It then provides basic guidance to staff about how to promote the principles in a relationship with a partner in a fragile state or situation, or in discussions with other government agencies about engagement in situations of fragility.
Aid Modalities Guideline
The aid modality guideline defines and describes the range of aid modalities currently used by NZAID. It includes; analysis of each modality where they are appropriate key issues to consider in selection, and how aid modalities can support NZAID policy directions. It connects the modalities to appropriate design, governance and contracting/funding options.

Conflict Risk Assessment
This guideline covers the fundamentals of conflict-risk assessment and provides guidance on different methodologies for undertaking conflict-risk assessment at the country, sector, and development activity levels.
Contract Management Framework (in development)
Designing In-Country Managed Funds
This guideline has a general introduction setting out the key elements of In-Country Managed Grant Funds. It is a principles-based Guideline on designing Funds, not a series of templates, and covers areas such as principles of good fund design and practice; fund criteria and delivery mechanisms; and resource management implications. This guideline on design will be supplemented by a further guideline providing information on NZAID’s contracting, financial, and accountability requirements for In-Country Managed Grant Funds.

Evaluation & Research Committee Process
The purpose of this guideline is to: Explain the role and composition of the Evaluation and Research Committee. Explain how to make a submission to the Evaluation and Research Committee. Provide information on how reports from reviews, evaluations and research studies are distributed and stored. Provide a template for submissions to the committee.
Gender Analysis

This guideline covers key gender concepts and outlines the methodologies used in gender analysis to assess the differential impact of a development programme or Activity on females and males and on gender relations.

HOMF | Head of Mission Funds Guidelines
The Head of Mission Fund (HOMF) is a small discretionary funding (usually grants) scheme overseen by NZAID and MFAT and managed through New Zealand posts for discrete development activities of a short duration.
Human Rights Mainstreaming Guideline
This guideline covers: NZAID commitment to human rights, NZAID and Mainstreaming, Human rights concepts and principles, Key questions to ask at all stages of the programme cycle, and during appraisal processes, Expectations at various stages of the activity cycle. The Guideline will assist staff to implement NZAID’s approach to human rights as a means to ensure good outcomes and manage risks across NZAID programmes (during policy and strategy development and throughout the activity cycle).The Guidelines aims to assist NZAID achieve its objective of screening all activities for human rights impact.

Logical Framework Approach

The LFA is a set of simple tools and principles that help to guide the collection and analysis of information and Activity design process. It is designed to strengthen participatory processes and ensure that decision-makers have all the information they need for appraisal purposes. It also generates information for other essential Activity Management tools and processes such as monitoring and other evaluative processes.

Policy Teams Guideline

What does this guideline cover? Policy Teams are formal, cross agency teams formed to oversee the development and review of NZAID policy and sector/thematic strategy documents (eg the Education Strategy), and produce related outputs. The Policy Teams tool includes guidance and good practice for those establishing or participating in Policy Teams. It contains information for directors and team leaders regarding staff participation on Policy Teams, and refers to inputs by AIDMGT, the Communications Team, the Executive Assistant to the Executive Director and staff in general in policy development and review processes.

Poverty Analysis Guideline
This guideline covers the fundamentals of poverty analysis and different methodologies for the application of poverty analysis at the country, sector and development Activity levels.
Programme Committee Guideline
The Programme Committee is an advisory body to which important matters can be taken for discussion and guidance. This guideline outlines the purpose, structure and procedures of the Programme Committee, and identifies the key appraisal questions to be covered in a submission to the committee.

Screening Guide for Mainstreamed and Other Cross-Cutting Issues

This Screening Guide assists NZAID staff to take into account and address NZAID’s poverty elimination mandate, and mainstreamed and other cross cutting issues in the identification, design, and appraisal of all NZAID development Activities. It also applies to NZAID work with wider bilateral and programme strategy development and appraisal.

Sustainable Livelihoods Approach

This guideline covers the principles and framework of the Sustainable Livelihoods Approach, and its practical application to development Activities.

SWAps | Sector Wide Approaches
A SWAp reflects an approach or philosophy that is based on working in support of partner government policies, strategies and systems. The emphasis is on working in a harmonised and aligned way and may encompass a range of partnership arrangements, aid delivery instruments and modalities.
TOR | Terms of Reference Guideline
This guideline sets out general principles and good practice for the preparation of Terms of Reference (TOR). It describes the information required, outlines the process for developing TOR and indentifies issues to be considered.
