Establishing a CoP

Triggers for establishing a CoP

A CoP might be established to:

  • Support effective integration/implementation of an NZAID policy;
  • Support a specific topic or development challenge, e.g. aid effectiveness, by stimulating an active sharing of knowledge and problem solving.

Establishing a mandate and work programme

The initial decision

AIDMGT decides when a CoP will be established or reformed and for what purpose. A CoP can be proposed by NZAID staff for endorsement by AIDMGT on a specific topic or development challenge.

Terms of Reference (ToR)

A CoP develops a TOR during its initial meetings. The ToR covers:

  • the purpose of the CoP and specific objectives and priorities;
  • background and mandate
  • CoP membership and agreed responsibilities

The ToR is submitted to AIDMGT and, once approved, guides a CoP towards achieving its purpose and specific objectives. The ToR may be amended (with AIDMGT endorsement) if necessary along the way.

 

Good practice tips for developing a ToR

  • Keep the ToR succinct (ideally no more than two pages in length)
  • Submit the ToR to ADMGT for approval within six weeks of a CoP’s initial meeting
