Grant Funding
Grants, with some exceptions, are to be generated as per the templated and complex grants policy. Wellington staff will need to load appropriate details and attachments into Koru on behalf of posts.
See sections Preparing a Templated Grant and Preparing a Complex Grant in Contracting for Grants (sections 3.13 and 3.14 of the contracting manual).
HOMF grants and other post-managed fund grants are exceptions and continue to be generated as usual according to the specific fund guideline.
Contracts for Services
Posts have a number of options for generating procurement contracts:
EITHER
Use the new templated and complex procurement contracts policy. Wellington staff will need to load appropriate details and attachments into Koru on behalf of posts.
See Preparing a Templated Procurement Contract and Preparing a Complex Procurement Contract in Contracting for Procurement (section 4.42 and 4.43 of the contracting manual).
OR
for contracts valued at…
$0-$20K: Use the minor contracting policy and templates. Staff will need to complete an authorisation form, may need to get a peer review from their contracts advisor, and will need to enter the final contract details into the AMS Data Collection Form
See Drafting a Minor Contract or Minor Variation at Post in Contracting for Procurement (section 4.44 of the contracting manual).
For the minor contracting templates see minor contracting forms and templates.
$20-$100K: Where procurement at post will achieve the best procurement outcome and the goods or services will be delivered in-country, use the procurement at post policy. Note that this policy covers both selection processes and contracting. A procurement plan must be prepared and be approved by the contracts team manager. Local legal advice or MFAT Legal approval is required for all contracting processes, templates and issues, unless approval is received from MFAT Legal that this is not needed. Local legal advice is likely to incur a departmental cost.
See Procurement at Post in Contracting for Procurement (section 4.26 of the contracting manual).
