Introduction
A process for designing a Fund should be drawn up by the Programme Staff in Wellington in close collaboration with the Post. In most cases policy formulation and drafting of guidelines would be undertaken as a desk exercise, though responsibility for each aspect should be identified. For other, larger Funds, consultancies may be required.
Approach
