Developing a Programme Strategy
Annex 4: Questions to be Considered Concerning NZAID Engagement with Civil Society
The following questions should be considered as appropriate in the context of programme strategy processes:
- Do we encourage our partner governments to see the value of engaging with civil society – for delivering key services in communities, helping shape policy making debates, and promoting good governance? How and when are we doing this?
- To what extent, and in what ways, are we helping partners to develop a context/environment in which civil society engagement and social accountability are enhanced and supported?
- Do we support civil society to strengthen and consolidate their role as partners in engagement with governments and intergovernmental organisations? How and when are we doing this?
- In what ways are we helping or hindering the processes of engagement which already exist?
- Are there ways in which we can work with New Zealand NGOs and/or local civil society organisations to strengthen the accountability of NZAID engagement with partner governments?
