Annex 6: Appraisal Checklist for a Programme Strategy
To what extent does the strategy: Relevance
- demonstrate alignment to partner priorities, plans and processes
- have a high level of partner ownership
- enact NZAID’s policies
- take account of lessons learned from the past
- describe the country context accurately
- reflect NZAID’s size and role in this country/sector
- reflect New Zealand’s areas of excellence or comparative advantages
- identify connections to other NZ supported activities (e.g. multilateral, regional, WHoG)
Effectiveness
- provide a basis for monitoring and evaluation and results reporting
- identify opportunities to harmonise with other development partners
- provide an adequate analysis of risk and risk management
- provide practical, feasible implementable options
Efficiency
- ensure a focus on fewer, deeper and longer activities
- consider the partner’s economic and financial realities (affordability)
Impact
- contribute to poverty elimination
Sustainability
- integrate mainstreamed and other cross-cutting issues
- ensure that the benefits to the target group will continue after it has been completed
Process
- reflect adequate participation by key stakeholders
- provide a clear rationale linking the context and issues with the proposed strategy
- cover all areas identified in the contents guideline
