How long does it take to develop a Programme Strategy?
This may vary dependent on the size, complexity of the task, range of stakeholders and level of partnership but an estimate is about 6 – 12 months.
Stage One: Preparation
Setting up steering group, agreeing process and TOR, selecting and briefing strategy team, identifying a reference group (if required).
Depending on the scope and complexity of the process, it may be appropriate to also establish a wider reference group, including members from the wider Ministry and external stakeholders to provide feedback and knowledge. Ensuring it is budgeted for in programme allocation and discuss with partner.

Stage Two: Analysis and field work
Strategy team undertakes analysis, field work and consultation; and drafts document within the terms of the TOR.
Time estimate………2 months
Stage Three: Consultation
Internal consultation, approval of draft document followed by an external consultation process. Redraft and peer review.
Where a reference group has been established, this may have an important role in the consultation process.
Time estimate………3 months
Stage Four: Confirmation and distribution
Appraisal, formulate response to recommendations, seek approvals from partner and NZAID, notify Minister, formal agreement with partner country, arrange distribution and dissemination.
