This should be very brief and draw on the appraisal comments of the final report and the peer reviews of draft reports. Appraisal comments are appended in full and hence do not need to be repeated at any length. The final decision on quality is with the staff (eg the programme team) that commissioned the review, evaluation or research study (drawing on advice as appropriate).
