Evaluations and reviews undertaken as part of the Kaihono hei Oranga Hapori o te Ao | Partnerships for International Community Development (KOHA-PICD) scheme are carried out according to the guidelines in the KOHA-PICD Handbook and timeframes determined by the KOHA-PICD Programme Management Committee (PMC) and it is the PMC’s prerogative whether these are publicly released. However, they should be identified in the forward schedule of evaluations and the reports provided to the Committee for information.

The same standards should be applied to these reports, and to appraisals of these reports, as for other evaluations. That is, individual reviews and evaluations are subject to normal appraisal processes.  Comments on their quality should be provided to the Committee. 

One submission per year is provided to the Committee, covering the executive summary of all KOHA-PICD reviews and evaluations of NGOs and their projects undertaken that year, and the “Lessons Learnt” synthesis reports based on those reviews and evaluations. The submission should be based on the template at Annex 1, with minor amendments where sensible. 

The submission does not need to list recommendations that apply to specific NGOs.  Only the recommendations for NZAID and the PMC from “Lessons Learnt” synthesis reports need to be highlighted.  Under “Further Programme Recommendations” the submission should note the public release of the synthesis report on development lessons (“Lessons Learnt for the NGO Community”).  The submission should also note that in accordance with KOHA-PICD guidelines, individual NGOs’ reviews and evaluations, and the synthesis report on recommendations for PMC and NZAID (“Lessons Learnt for the PMC and NZAID”), are not publicly released.

The ERC will normally consider findings and recommendations after the PMC.

Multilateral and regional agencies

Reviews and evaluations of multilateral and regional agencies are brought before the Committee in the same way as other NZAID-commissioned reviews and evaluations.
