Introduction
The Head of Mission Fund (HOMF) is a small discretionary funding (usually grants) scheme overseen by NZAID and MFAT and managed through New Zealand posts for discrete development activities of a short duration. The HOMF does not form part of the bilateral aid programme and is not subject to the “request principle” (agreement by the government in the partner country). HOMF can be used to support a wide range of activities, but these should all aim at the overall goal, to support NZAID’s overall mission of ‘eliminating poverty through development partnerships’ and adhere to the principles of ‘gender equity, promotion of human rights and environmental sustainability’.
