Management of HOMFs

Whilst in all cases, as the name suggests, the final decision maker for HOMF is the Head of Mission (HOM), the detailed mechanisms for the management of HOMFs differs for Posts falling under Pacific Group, Global Group and those to be transferred to MFAT. 

Global Group (AIDGLO)

  1. For all Posts falling under the umbrella of AIDGLO, oversight of the HOMF is the responsibility of the NZAID programme desk (DPM or DPA) in Wellington.
  2. In those instances when programmes are substantially devolved to Posts, total management responsibility for HOMF will be held by the Post, although NZAID Wellington would still need to approve and advise the HOMF allocation level.

Pacific Group (AIDPAC)

  1. Head of Missions (HOMs) have key accountability for performance and financial issues associated with their share of the Pacific HOMF.
  2. HOMFs do not form part of the bilateral programme; a separate allocation line for all Pacific HOMFs is outlined in the Pacific appropriation. This is allocated across Pacific Posts on an annual basis.
  3. HOMs are to advise by 31 May each year any request to increase/decrease HOMF allocation.
  4. HOMs will be advised by 31 July each year of the finalised HOMF allocation.
  5. For Pacific HOMF the administration in NZAID Wellington will be centrally managed by AIDPAC’s Group Administrator who reports directly to the Director, Pacific Group. All queries on the HOMF should be directed to the Group Administrator.
  6. NZAID Pacific Post staff focus on HOMF should be concentrated on offering advisory support on sensitive or complex proposals rather than administration.  

Transfer of specific HOMFs to MFAT  

NZAID will undertake an ongoing Vote transfer to MFAT for the funding of an eligible set of HOMFs, to be agreed between NZAID and MFAT.  MFAT (at Deputy Secretary level) will be responsible for setting individual HOMF allocations and for HOMF expenditure in accordance with these Guidelines. MFAT will hold full responsibility for these HOMFs, including making all payments.
