Target Groups for HOMFs | including those transferred to MFAT
Generally the recipients of HOMFs are non-government organisations and community groups engaged in development activities. However this is not prescriptive and HOMs may use their discretion to allocate funds to other recipients (e.g. schools and local government units) they consider appropriate.
These recipients would be expected to use the funds on a specific activity with identified objectives and outputs that support the general principles underpinning NZAIDs overriding objective of poverty elimination.
