Annex 2: Recommended format for ToR

Recommended format for ToR

Title [eg Terms of Reference for the xyz Policy Team]

Purpose
A succinct statement of why the Policy Team exists (including the broad timeframe the Policy Team is working to), eg The x Policy Team has been formed [to develop or undertake a review of] NZAID’s xyz policy by the first quarter of 2008

Objectives
Succinct statements of key work components the Policy Team will undertake to achieve the purpose. Ideally, try and keep to three or four objectives at most.

Background
Briefly outline reasons why a policy or strategy is being developed or reviewed, including any relevant Cabinet, Ministerial, AIDMGT decisions and international development drivers for the work.

Scope
Outline broad parameters of the proposed work. Include whether the team will undertake, or contract others to undertake research, or specific review work (plus methodologies).

Tasks
Outline the specific tasks the Policy Team proposes to undertake in order to achieve each objective, eg

Team composition and responsibilities
List each core team and wider reference group member. Following the example in Table 1 below, outline the agreed role, overall responsibility and specific responsibilities for the team leader, DPA, other core team members and wider reference group members.

Planned outputs

Outline the key outputs, resources required (people, costs) and anticipated timeframe. Setting this information out in a matrix will help to provide clarity, eg.
