Status and Focus of the Programme Committee
Status
The committee is an advisory and consultative forum. The committee provides guidance to the Programme Groups. The main function of the committee is to provide a constructive and collaborative review of programmes and projects on the basis of the committee’s appraisal check-list.
Focus
The committee considers and provides guidance on programming matters with a focus on new activities particularly those which are large or innovative. New activities or other programme matters may be brought to the committee at the discretion of the relevant Team Leader or Director.
It would be expected that new activities would be brought to committee if they are:
- high cost and/or
- high risk and/or
- innovative and/or
- have agency wide implications or learning.
All country strategy studies and strategy papers should come in to the committee. From time to time the committee could be used to discuss agency wide issues that impact on programming such as communications or systems development. The main focus of the committee is on activity formulation (e.g. concept, feasibility, design) although the committee may address implementation issues if needed.
