What does this guideline cover?

This guideline provides guidance on reviewing and evaluating NZAID country programmes (bilateral and constitutional relationships) and their strategies.

Appendix 7 is a Terms of Reference (TOR) template for a review/evaluation of an NZAID country programme which includes statements that are highly recommended to be included in a TOR, and reference to relevant sections of this guideline.

This guideline should be used in conjunction with other NZAID Guidelines and Tools that are noted throughout.

What will this guideline do?

This guideline will assist NZAID staff to initiate and manage (or jointly manage) high quality reviews and evaluations of NZAID country programmes.

 Who is this guideline for?

This guideline is primarily for NZAID staff who are managing (or jointly managing) NZAID country programme reviews and evaluations. Others who will find the guideline useful are NZAID country partners, other donors, reviewers and evaluators, and review/evaluation steering group members.
