What does this guideline cover?
This Screening Guide assists NZAID staff to take into account and address NZAID’s mission and its cross-cutting issues in the identification, design, and appraisal of all NZAID development Activities. It also applies to NZAID work with wider bilateral and programme strategy development and appraisal.
When NZAID was created in 2001 it was directed to mainstream human rights issues along with gender and environment, throughout its operations. The Cabinet Minute of 2009 which set out NZAID’s mandate and policy setting agreed that these issues be pursued as a means to ensure good outcomes and minimise risks. Two other cross-cutting issues have also been identified to be considered if relevant: conflict prevention and peace building and HIV and AIDS.
What will this guideline do?
- Provides a set of key questions for each cross-cutting issue to be considered for all Activities and Programmes.
- Assists in determining whether there is sufficient analysis of the potential impacts on these issues of the Activities and Programmes under consideration.
- Sets out the different levels of enquiry and analysis for each issue to be undertaken as required, appropriate, and/or determined by the size, scope, modality, timeframe and outcomes of the Activities and Programmes.
- Identifies resources, information and next steps to assist NZAID staff to explicitly and appropriately address mainstreamed and cross cutting issues.

This guideline is for NZAID staff involved in policy dialogue with development partners, and in the development and implementation of NZAID Activities and Programmes.
