What does this guideline cover?
A SWAp reflects an approach or philosophy that is based on working in support of partner government policies, strategies and systems. As an approach, the emphasis is on working in a harmonised and aligned way. A SWAp may encompass a range of partnership arrangements, aid delivery instruments and modalities.
This guideline will provide NZAID staff with a broad understanding of:
- what a SWAp is
- why it is seen as a positive way of working
- the elements that tend to be a part of a SWAp
- some of the challenges in developing a SWAp
- some of the lessons learned about implementing a SWAp
What will this guideline do?
The guideline provides insights into international and NZAID good practice in the development and ongoing operations of a SWAp. One of the principle objectives of a SWAp is to reduce the burden on a partner country, through increased alignment with country systems, and greater harmonisation of development partner practice.
The guideline should assist NZAID staff to increase aid effectiveness, meaning that the greatest proportion of scarce resources reach the intended recipients, to achieve a positive developmental impact.
Who is this guideline for?
Given the diverse nature of SWAps, the guideline will not provide a definitive ‘do-it-yourself’ manual. The guideline should provide NZAID staff with useful knowledge of SWAps and ‘issues to consider’ in developing or becoming involved with a SWAp
