The New Zealand Aid Programme tools are a collection of resources to guide good practice and good process in programme and activity cycle management. The tool clusters were reorganised in March/April 2011 so the strategic management and engagement are now found within either the Strategy, Policy and Process tools cluster, the Programme tools cluster or the Activity tools cluster.

Activity Appraisal: Guidelines and Templates
Use these guidelines and templates when appraising an Activity concept or design. They include a templates for appraisal of an activity concept or design and an appraisal meeting minutes template.
Activity Completion
These tools are intended to help partners and MFAT staff to prepare reports at completion of an activity supported by the New Zealand Aid Programme.
Activity Design
This page provides links to policies, processes, guidelines and templates for developing, appraising and approving an Activity design. It provides details about completing an Activity Design Document (ADD) which includes a results framework made up of a results diagram, a results measurement table, and a monitoring and evaluation workplan. A list of IDG's standard output indicators is also provided. It also links to an Activity procurement plan and an Activity schedule template.
Activity Identification
The Activity identification process and Activity concept templates are used when a potential Activity has been identified. The concept is appraised and approval obtained before more detailed design can proceed.
Activity Implementation, Monitoring and Reporting
The activity implementation tools are designed to guide and assist with monitoring and reporting on the progress of an Activity during the implementation phase.
Activity Monitoring Assessment (AMA)
The AMA is intended to help MFAT staff prepare and complete an activity monitoring assessment of an activity supported by the New Zealand Aid Programme.
Activity Quality Policy and Rating Scale
The Activity Quality Policy and the accompanying Activity quality rating scale (which uses the DAC criteria) apply across all stages of the Activity cycle.
Activity Quality Rating Scale
The Activity quality rating scale is based on the five DAC criteria of relevance, efficiency, effectiveness, impact and sustainability. It uses a 6-pont scale to rate each criterion and is used in Activity appraisals, assessments, reporting and evaluations.

ADAF-PSD | Asia Development Assistance Facility
The Asia Development Assistance Facility - Partnerships for Sustainable Development (ADAF-PSD) provides funding opportunities for New Zealand organisations that have established a partnership with an organisation from an eligible country in the Asia region.
Aid Effectiveness in Fragile States
This guideline explains what is meant by the term ‘fragile states’ and outlines the DAC Principles for Good Engagement in Fragile States and Situations, which NZAID has committed to. It then provides basic guidance to staff about how to promote the principles in a relationship with a partner in a fragile state or situation, or in discussions with other government agencies about engagement in situations of fragility.
Aid Modalities Guideline
The aid modality guideline defines and describes the range of aid modalities currently used by the New Zealand Aid Programme.
Approved Contractor Scheme (ACS)
This topic provides links to policy, guidelines and templates for the Approved Contractor Scheme which enables selection of a pre-approved contractor from a database.
Climate Change: Delivering and Tracking Climate-Change-Related ODA
This document details the New Zealand Aid Programme’s operational policy for delivering support for addressing climate change and describes how that support is to be recorded and quantified. It is designed to help staff meet the New Zealand Government’s commitment to deliver and track climate change related ODA.
Communities of Practice Guideline
This tool includes guidance and good practice for those establishing, coordinating or participating in Communities of Practice (CoPs). It contains information for directors and team leaders regarding participation on CoPs and in the CoP processes.
Conflict of Interest Declarations

Conflict Risk Assessment
This guideline covers the fundamentals of conflict-risk assessment and provides guidance on different methodologies for undertaking conflict-risk assessment at the country, sector, and development activity levels.

The New Zealand Aid Programme contracting policy includes contracting principles and the business rules that apply to contracting and contract variations. It includes policy statements on value for money, accountability and transparency, and sustainability and environmental factors.

Country Strategic Frameworks / Joint Commitments for Development
These documents support the development of a country strategic framework for development. The outputs from this process are either: for non-Pacific countries, a Country Strategic Framework for Development (CSFfD); for Pacific countries, a Joint Commitment for Development (JCfD) that includes a results framework. These tools provide guidance on evaluating Activities. They include an Evaluation Decision Checklist, templates for Terms of Reference (TOR)for Evaluations and for Evaluation Steering Groups, templates for evaluation plans, evaluation reports, providing feedback and reporting on evaluations.
Evaluation Series | DAC Evaluation Quality Standards

The DAC Quality Standards for Development Evaluation identify the key pillars needed for a quality development evaluation process and product. They are intended for use by evaluation managers and practitioners. The Standards are not mandatory, but provide a guide to good practice. They were developed primarily for use by DAC members, but broader use by all other development partners is welcome.

HOMF | Head of Mission Funds Guidelines
The Head of Mission Fund (HOMF) is a small discretionary funding (usually grants) scheme overseen by NZAID and MFAT and managed through New Zealand posts for discrete development activities of a short duration.

Minor Contracting (at Post)
Minor contracts may be used at post for grants and contracts for service (CFS) and in Wellington for grants only. Wellington staff must use the more recent template for CFS under $100,000. Minor grants and contracts may be used only for low-value, low-risk grants and contracts. These templates are available to MFAT staff only.
