The strategic management tools guide NZAID staff in the development of programmes, strategies, sectoral and annual plans.
- Aid Modalities Guideline
- The aid modality guideline defines and describes the range of aid modalities currently used by NZAID. It includes; analysis of each modality where they are appropriate key issues to consider in selection, and how aid modalities can support NZAID policy directions. It connects the modalities to appropriate design, governance and contracting/funding options.
- Communities of Practice Guideline
This tool was approved by the Steering Committee on 1 October 2009.
What does this guideline cover?
Communities of Practice (CoP) are cross agency teams formed to promote learning and the incorporation of good practice in the implementation of NZAID policies via its programmes and activities.
- Developing a Programme Strategy
This guideline covers how NZAID manages the process of developing a programme strategy for country, sectoral or thematic programmes. It has annexes which describe the content of a programme strategy document, issues for the development of joint programme strategies and checklists for briefing a strategy team.
- Evaluation & Research Committee Process
- The purpose of this guideline is to: Explain the role and composition of the Evaluation and Research Committee. Explain how to make a submission to the Evaluation and Research Committee. Provide information on how reports from reviews, evaluations and research studies are distributed and stored. Provide a template for submissions to the committee.
- Policy Teams Guideline
What does this guideline cover? Policy Teams are formal, cross agency teams formed to oversee the development and review of NZAID policy and sector/thematic strategy documents (eg the Education Strategy), and produce related outputs. The Policy Teams tool includes guidance and good practice for those establishing or participating in Policy Teams. It contains information for directors and team leaders regarding staff participation on Policy Teams, and refers to inputs by AIDMGT, the Communications Team, the Executive Assistant to the Executive Director and staff in general in policy development and review processes.
- Programme Committee Guideline
- The Programme Committee is an advisory body to which important matters can be taken for discussion and guidance. This guideline outlines the purpose, structure and procedures of the Programme Committee, and identifies the key appraisal questions to be covered in a submission to the committee.
